That happens to me all the time. I think what's annoying about cell phone users is that when they say, "Hi!" like that, they say it at face-to-face conversational volume -- louder, really. It seems like they're trying to get someone's attention. I don't talk that loud on a home phone. And like in the cartoon, they face out at other people when they start talking. There should be some etiquette for them to look away from people when starting a conversation like that.

One thing that that comic gets wrong is that the person is drawn holding a cell phone. Most people that do the "Hi!" out of nowhere thing seem to be using a headset thing so you really can't tell they're on a phone.

I guess this stuff can happen without a cell phone, though. The other day a stranger waved at me twice, and it turned out they were waving at someone behind me. I assumed that was the case that time, though, rather than waving back or something.

I think it works okay with them.
