Plucky is an interesting character in the sense that he is probably one of the more aggressive of the "good guys." Showing him in a role where he has almost no emotional influence on anyone (such as Hamton or, to a lesser extent, Buster and Babs) makes for a unique situation, because he then has to rely on his own abilities - limited though they may be as a baby - to get what he wants. It also makes the character a little more three-dimensional, actually having "existed" prior to his childhood and still maintaining that self-interested nature.

I suppose they could have used someone like Sneezer for those episodes, but Sneezer's only draw is that he, well, sneezes.

Did they NEED to show Plucky (and Babs, in one episode) years before the present? No, but that's like saying being a kid didn't have some role in who people become today. It's assumed, but with someone selfish like Plucky, it's interesting to see.
