I'm trying to think of the strangest villain from any video game, and the best I'm coming up with so far is Mondu: The Lord of Fat from Slaughter Sport on Genesis. Any other suggestions?

This guy, from Ninja Gaiden:
 Look at him.. he's just.. yeagh... I can't figure him out at all. He's masculine, yet emasculated. He's generic, yet unique. He's a walking paradox. I also can't figure out what his purpose is in the game. That's pretty odd too. |
