The more importing you do, the more you'll see a ton of English in especially strategy and arcade games. Arcade games often have more English than Japanese in them (especially shooters and fighters), and strategy games have a decent amount of either English or icon-driven menus, making them pretty accessible. The language barrier only gets really nasty in games that have levels with a bunch of different mission objectives or in text-heavy RPGs and adventures. Front Mission, though, has very little Japanese in it at all. Just make sure of which one you get, as there's also an action-oriented Front Mission title on the SNES (and I am referring to the actual carts, as I've never played a ROM of, well, really anything. I'm sure you can find fan-translated roms with little effort though).
