I wonder if Burgess really did have some control over the Pre-Cogs nightmares. The idea of whether they could have a false prediction implanted into their heads was tossed around, but never really confirmed one way or another (unless I missed something), and right before Burgess killed Whitmer, he specifically said that nobody was coming to arrest him because the pre-cogs didn't know what was about to happen.

I wonder because I, too, had thought it was kind of odd that everything went according to Burgess's plan. Like you said, he could have told this guy to go to the hotel, and then if the pre-cogs never predicted anything, nothing would have happened.
