I wonder now if this is supposed to be the Data Keeper from the game's ending. In the PC version, there was more than one and they were specifically aliens, but the NES version only confirms one and doesn't say what he is, so he could easily be a normal human in that version. That would explain all the books, scroll, and the feather pen. It's all speculation, but that may also explain why he was removed - someone may have wanted the nature of the Data Keeper to remain more ambiguous.
Could he also have been the judge from the cut courtroom scene?

High court sentence:  Years

- This is in with the Erliquin dialogue. I'm pretty sure it's not used, and there is probably supposed to be a number in front of years that gets determined either randomly or conditionally. So, was it possible at one time in development to actually get jailed for stealing town treasure in Erliquin?
For some reason "judge" immediately came to mind when I first saw the picture and it turns out that courtroom dialogue exists.
