This is apparently some sort of 4chan thing. If you google pool's closed, that image is the first that comes up. Probably what happened was that a little kid saw the picture and thought it would be funny to put it in front of a pool. Then the older generation didn't get it. Basically, it'd be like if someone printed out "Someone sent us up the bomb!" on a piece of notebook paper and put it somewhere, and people thought it was a terrorist threat.
