Just thought I'd throw this out here.
I'd never review a game I haven't finished, but I've got no problem saying I think a game sucks (or will suck) before playing it. I don't do that too often, but I have no qualms doing it.
Doing this seems to strike a nerve in many people. For instance, I've gone on record as saying Metal Gear Solid 2 sucks. I've never played it.
My logic is that, considering all the media coverage games get nowadays (by all sources--fans, mags, sites, m-boards--you can get a damn good sense of things), it's not hard to get a sense of what the game plays like. In addition, playing other games in a series also gives you an idea about what to expect. I'd bet any money that if I played MGS 2, I'd like it about as much as the first (which wasn't much).
But go to any MGS 2 board and say "I've never played MGS 2, but I think it sucks" and you should get some fruity replies. Say "I've never played MGS 2 but I think it rocks," and you probably won't get much grief.
I think the best ones are for games that haven't been released yet. People will say how cool the game looks and speculate how good it is (and dare I say it, say "This is going to be the best game ever!). But they'll chide someone for saying the game doesn't look good.
Agh...I have to go. Maybe more later.

Most of us do it without even realizing it.
