First, you have to have Winamp. Then you have to download a plugin that lets you play SPCs and one that lets you play PSFs. I use SNESamp for SPCs and Highly Experimental for PSFs. Both are available at Zophar's Domain. Then I download the soundtracks I want from those two sites I linked above.
